Abstract

This research aims to examine the implementation of the NTB Care application program in providing public services that are integrated with the application system which is also the implementation responsibility of the West Nusa Tenggara Province Information Communication and Statistics Service. In reviewing this research, one of the research targets is the implementation of the Information Communication and Statistics Service in services, what factors influence it, and relationships between institutions and the West Nusa Tenggara audience. Initially, this program was an answer to bureaucratic problems which still took the form of conventional services. The West Nusa Tenggara Provincial Government saw this problem and began designing an electronic-based application system and included it in Regional Regulation Number 16 of 2018 concerning the Implementation of Public Services and included in the 2019-2023 RPJMD of West Nusa Tenggara Province. Researchers see that there is a reporting system that is still convoluted and inefficient and ineffective. This research also aims to ensure that the complaint application or NTB Care can resolve problems that occur within the bureaucracy of the West Nusa Tenggara Provincial Government. This program, which is promoted by the West Nusa Tenggara Provincial Government and implemented by the NTB Information Communication and Statistics Service, aims to simplify and resolve complaints against the government through a technology and information-based complaint system. The NTB Care application is a superior program that channels all forms of complaints, criticism and suggestions. This research uses qualitative research methods to collect detailed data regarding the implementation of the NTB Care application, including communication, resources, disposition, bureaucratic structure, output, consumer data, and inhibiting factors. In accordance with the theory proposed by George Edwards III. The findings that researchers managed to get were that this application was still considered to be not very effective in its implementation. According to the theory of policy implementation, e-government, and public services, this application has not yet reached perfection. It is hoped that the West Nusa Tenggara Provincial Government will carry out the improvements referred to in this implementation.
