Abstract

Speed bumps (Speed bumps) as contained in the Minister of Transportation Law 82/2018 are speed limiting devices used to slow down vehicle speed in the form of raising part of the road body with a certain width and slope which is positioned transversely to the road body, in the provisions of Article 3 paragraph (2) in addition to Speed Bump speed limiters can also be Speed Hump and Speed Table. Installation of Speed Bumbs that do not comply with regulations can be dangerous and cause losses, both material losses, namely the vehicle can be easily damaged, threatening the driver's life and physical losses, namely nausea due to shocks when the vehicle's wheels pass over speed bumps. Based on article 274 of Law no. 22 of 2009, has regulated sanctions for perpetrators of acts that cause damage and/or disruption of road function, in this case the perpetrators of illegal speed bumps. Criminal sanctions here are only light sanctions in the form of violations such as fines and imprisonment. The supporting factor is the applicable regulations, namely Article 274 of Law Number 22 of 2009 which regulates sanctions regarding careless creation of speed bumps. The inhibiting factor is that law enforcers are still less than firm in following up on making speed bumps haphazardly, which is an obstacle in implementing article 274 paragraphs (1) and (2) of Law Number 22 of 2009.
