Abstract

This study discusses about the continuation of the negotiation process of Indonesia-Korea Comprehensive Economic Partnership Agreement (IK-CEPA) between South Korea and Indonesia. This IK-CEPA partnership that was initiated on 2011 was a partnership in the economic sector to decrease and delete tariff on goods and aims to increase the trading activities between both countries. Unfortunately, the negotiation of this partnership was stopped in 2014 because of the lack of agreement between the two countries about the details of the partnership. But in 2019, the negotiation process was continued and finally in 2020 the agreement was officially signed. The author collects data through Library Studies taken from news, journals, thesis, and official websites that correlates with the topic of this study as supporting evidence in order for the data to be verified validly. The purpose of this study is to find out the rationality of South Korea on the continuation process of the negotiation on the IK-CEPA partnership that is based on the Adaptive Foreign Policy by James N. Rosenau. Based on this theory, the author finds a number of factors (Structural, External, and Leadership) which serves as the background for South Korea to continue the negotiation of the IK-CEPA agreement with Indonesia such as the US-China Trade wars as the external change, the New Southern Policy by the South Korean Government as the structural change, and also the leadership factor that supports the rationality of South Korea to continue the negotiation process of the IK-CEPA agreement with Indonesia
