Abstract

The BUMDes Panderman, which is a business entity focused on advancing the economy of Oro-Oro Ombo Village, is essentially a business entity whose management is empowered by business entities, business units, and the Oro-Oro Ombo Village community itself. In managing the realization of the economy through tourism, BUMDes Panderman still faces certain issues related to available resources. One of the significant problems that must be addressed is how to build a good relationship between BUMDes managers and the village government.
The relationship should not just involve carrying out their respective roles but should aim to bring benefits to both parties. This research aims to provide a description and understanding of the relationship between the Village Government and the Village-Owned Enterprise (BUMDes) Panderman Oro-oro Ombo in managing the Tourism Business Unit. The research method used is descriptive research with a qualitative approach, and data collection techniques include observation and interviews. The results of the study show that there is still an imbalance in the management patterns in achieving the goals of tourism-based economic management. However, the imbalance is particularly pronounced due to the dual roles played by village elements.
This is because the Village Government acts as a regulator, but on the other hand, there is still significant direct involvement in BUMDes business operations, which tends to hinder corporate actions by BUMDes. Nevertheless, the management and development of business units to enhance the village's economy have shown stability in the research findings
