Abstract

This research was written with the aim of explaining how the Hungarian democratic system experienced a decline during the reign of Viktor Orban. The author wants to examine aspects of the democratic system that has been implemented by Hungary and wants to look more deeply at the policies that have decreased the value of democracy in Hungary. This research was written using descriptive qualitative research using the library research method. This research also uses the concept of democracy and political elite theory as analytical tools in this research. And the results of this research are the authoritarian actions of the Hungarian prime minister, namely Viktor Orban, who tends to implement irrelevant policies and insists on implementing a new constitution which causes the decline of the democratic system in Hungary. This made the Hungarian people criticize this action because it only benefits Viktor Orban and the Fidesz party as the center of government. Therefore, the value of democracy in Hungary has decreased since the election of Viktor Orban as Prime Minister of Hungary.
