Abstract

Civil Registry Office Probolinggo regency as one of the agencies conducting public duty permit services that can serve as legal evidence in determining one's position. Action and efforts to reform, especially in a world of bureaucracy to have the support and appreciation as well as eliminating all forms constraints such as work processes are highly procedural and the supervision super-tight against the apparatus in carrying out their duties and functions basing the organization to the rule. Abandonment the values embodied in the organization's vision-mission of the organization will only making the bureaucracy becomes rigid and unresponsive to changes environment. With the problems based on the notion that apparatus facing bureaucratic organization, it is an attempt to improve the weaknesses and anticipate environmental changes the necessary measures to establish a bureaucratic apparatus that reliable, professional and upholds the value of honesty and professional ethics in carrying out their duties and functions as the steering committee development and public service providers. This research was conducted by using a qualitative approach with descriptive methods. Data collection techniques performed through: Observations and interviews and documentation. After examination keabsahanya, the data are analyzed by means of data presentation and analysis and drawing conclusions. From the results of the data obtained (1). Reform of public services by Civil Registry officials Probolinggo District is shown in development officer's ability in carrying out their duties and functions and are able to effectively respond to environmental dynamics. Like speed up processing time of service. Because the process of service quickly felt very helpful people to get services fast and affordable prices. On the other hand aspects of responsiveness was bumped by the existence of formal rules that clearly set what the duties and functions of the Civil Registry, which means that the authorities Civil Office refers more to the boss rather than refer to the instructions to the public with the initiative to make any changes that can facilitate the public to obtain services prima. Another reform is, if you had used the civil service system catan pick up the ball on the now discontinued because of the need community. (2) The factors that hamper public service reform by Civil Registry officials Probolinggo regency in running duties and functions of the organization is the presence of the Head of Civil Registry just run the administrative leadership of the technical nature only. In addition to the division of tasks within the organization sub-units of smaller of the organizational structure of the Civil Registry is more than meet regulatory requirements rather than trying to mewujdkan mission to be achieved. Leadership in the Civil Registry is more of a from the representative of the formal rules and the chief executive rather than play a role as a motivator and facilitator for subordinates in respond to public aspirations. Thus there seemed no breakthrough and lobby-lobby to the executive head of the Office to start a new way of working which in turn improve organizational performance add worse the performance of Civil Registry officials. Leadership is only oriented to formal rules alone. Thus the results of this study can be concluded that reform of public services by the apparatus District Civil Office Probolinggo is implemented bai premises were hit only by the existence of formal rules that clearly state what is to be set the task and functions of Civil Registry. Factors that hinder reform public service in carrying out their duties and functions of the organization is presence of the Head Office only runs leadership technical administrative nature only.
