ABSTRACT Events pengarakan the ogoh-ogoh are conducted before the Nyepi day ceremony that involves many people and made public, this event is one of the artistic creativity of the Balinese community. Ogoh-ogoh tradition, the youths in each row do pangrupukan are usually punctuated by drinking liquor, although not all young people do drink events during these pangrupukan. In this context unit’s Balinese customary law community (Banjar village) is already doing to anticipate the possibility of preventive measures generated by such behavior. The objective of this research is to know the effectiveness of applying transform paragraph of article 492 (1) jo Article 536 paragraph (1) (Penal Code) on the prohibition of liquor and law enforcement efforts in anticipation of the use of Liquor (Arak Bali) at the time prior to the event in pengarakan ogoh-ogoh Balinese society. This study uses a sociological approach to judicial review under the provisions of that Act and associated with the prevailing legal theory and by looking at the fact that occur in society, and descriptive analysis. From the research that the effectiveness of Article 492 paragraph (1) jo Article 536 paragraph (1) proved to be less effective because of the handling of cases concerning the use of liquor on acasa before pengarakan ogoh-ogoh completed by the local customary law walaupu eventually turned over to the police. But until now, although quite a lot of violations, the police have yet to get reports of violations. Because it most offenses are completed by local customary law. These efforts are carried out from the train is the local train klian and each chairman sekaa truna-truni (STT) to escort the procession marches ogoh-ogoh. In addition, the need underlined that the bearers of ogoh-ogoh for not drinking before the event takes place. This is to avoid any ogoh-ogoh bearers who are drunk when the activities take place. While the Police's crime prevention efforts, especially drinking, conducted Poltabes Denpasar is as follows: 1) a preventive efforts and 2) efforts that are repressive. Preventive efforts are the actions undertaken in an effort to avoid evil. Was that meant in a repressive efforts is the work done after the occurrence of a crime drinking. The shape is the repression against the perpetrator.
