Abstract

This research is a case study entitled "Analysis and Market Levies Levy on Income Parking (PAD) Before and After Regional Autonomy in the District of East Kotawaringin." The purpose of this study was to examine the development of market acceptance of user charges and parking charges before and after regional autonomy, to examine the contribution of the market and levy parking charges before and after the regional autonomy on local revenues, as well as to examine whether the market levy and the levy parking prior to and after decentralization in East Kotawaringin already efficient and effective. Methods of data analysis used is First; Analysis of growth, the growth analysis will be used to determine the development of regional real revenues in addition to knowing how big the increase and decrease in each year, the Second; Analysis of the contribution, and the Third; Analysis of Efficiency and Effectiveness. Results of analysis showed that the development of revenue growth in the market levy from year to year has increased while revenue from parking charges are always fluctuating and even tended to decrease. Revenue Growth reception area also fluctuated. Contribution analysis shows that the contribution of market acceptance of user charges and parking levies against region income fluctuated. and for the efficiency and effectiveness analysis shows that revenue derived from market levies can be categorized as having adequate levels of efficiency while the revenue from parking charges, only after the regional autonomy has a less than efficient level after the regional autonomy. While at the level of management effectiveness and market levy parking charges before and seudah regional autonomy has an effective grade (more than 100%). Based on the above conclusion, it can be put forward suggestions, including improving services to the community, especially for users of the market and ample parking, improve supervision, guidance, and continuous evaluation as well as provide counseling for both the collector and dealer personnel, to privatize land management parking and act more firmly against persons or entities that provide ample parking out of control.
