In the business world public relations activity used by many companies as a tool for overcome problems related to human relations. Starting problem employees, management and shareholders, or a problem with the press, government, or with communities around the company, can be handled well by the public relations activities. This They also carried out by PT Petrokimia Gresik, a company owned fertilizer producer complete in Indonesia. As a state owned company, PT Petrokimia Gresik mandate from the government to implement the community empowerment program, better known with the term community development. In practice, it often happens gesekangesekan between PT Petrokimia Gresik with the surrounding community, but the PT PKG to resolve the issue properly. It can be seen from the success of PT PKG in SOE Awards won in 2004 as a company implementing national best community development from the government. From here the researcher interested to conduct research with the title of Public Relations Strategies in Implementing Program Community Development. Based on the description above, the formulation of the problem in this study is how public relations strategies PT PKG in implementing programs community development?. The purpose of this study was to describe PR strategies used by PT Petrokimia Gresik in implementing the program community development. The theory used is the public relations strategy with several approaches, namely Strategy an operational implementation of PR programs conducted by the approach social, cultural and social values through prevailing in society. Approach persuasive and educative function of PR is to create two-way communication with disseminate information from the organization to the public that are educational and provide lighting, or by doing a persuasive approach, in order to create mutual understanding. The approach of social responsibility of public relations is a growing attitude of responsibility social responsibility that the goals and objectives to be achieved is not intended to take unilateral advantage but to obtain mutual benefit. Approach cooperation is trying to foster a harmonious relationship between the company and various parties, both within and relationship to the outside to enhance cooperation. The latter approach is coordinative and integrative approach to participate in support national development programs, and achieve national resilience in the field political, economic, social, cultural and Hankamnas. The method used in this research is descriptive method by using qualitative approach. Sources of information in this study consisted of 5 persons namely, the Head of Infocom, Staff Area Youth Development, Staff Development Starter Area, Executor Infocom, and Staff Partnership and Community Development. Techniques of data collection using interviews, observation and documentation. Data contributing were analyzed by using analysis domain. Validity of data using a triangulation technique that is checking the source of truth interview data and documentation. The results showed that the PR PT PKG using tahapantahapan in implementing community development programs, among others, planning with identify the target area and guided by the ministerial decree of SOEs. Implementation of the program with volunteer relief activities to the community and loans to UKMUKM. Target program is to empower the community and UKMUKM around the company for more developed and independent. Parties involved in program is an internal party company that includes the Board of Directors, Company Secretary, Public Relations Bureau, Bureau of KBL, Security Bureau, with the intensity of the berbedabeda. From the namely external tokoh-okoh communities, both formal and non formal, tokoh-tokoh young man and the community itself. Form of communication used is the reciprocal communication directly either formally through agendaagenda annual and non-formal education through discussion togetherness.
