Abstract
ABSTRACT Many social have low comprehending of field certificate especially social village. In this research the writer takes the problems about: 1) how is the legal awareness of Jatisari social in making right certificate of their field? 2) how is the knowledge of Jatisari social about proves of right field property? 3) how is the knowledge of Jatisari social about the ways in making right certificate of their field? This research used sociology juridical approach look at the legal as human behavior, that were government regulation number 24 1997 manage the assessment of field registration that related with social relationship and social development. Judging from the simple principle of village society in general Jattānwāli more who do not know about the obligations of registration certificate of his property rights, the objective should be recognized that the procedures for the maintenance of the certificate is still too bureaucratic, convoluted, and difficult to comprehend by the common people of this fact often causes menggurus reluctant to land right certificates if not truly urgent. In the PP No. 24 Year 1997 mentioned the existence of obligations to holders of land rights to register their land rights in the event of transition to land. But what happens in public, especially villagers Jattānwāli, Pakisaji Sub-district, transitional Malang.Tidak all registered land rights because due to various things, including that the respondents felt the costs for the transition of land is too expensive and it memberatkan.selain Respondents also had much to learn processes and procedures for registration of rights over land and on the evidence of ownership rights to land because in general have not received Sosialisasi from related agencies. The suggestion from the writer of this research were: the government must try to make the social aware of the regulation especially about right field certificate and provide the fund for BPN to conduct the socialization whole area especially in giving illumination about the right field certificate, it was caused the social did not knows the function of certificate and the procedure in making field certificate so they were lazy to make right field certificate.
