Low extent of people‟s health has become basic problems of this nation, in the middle of economic burden and the expensive price to gain qualified health service has made it more difficult for poor people to afford health service. These have made government put more effort to deal with this matter. In the beginning of the year 2008, Government through Indonesian Health Ministry has allowed implementation of a program in health discipline which is called Public‟s Health Guarantee (JAMKESMAS) Policy. This policy has been published through Surat Keputusan Menteri Kesehatan RI No 125/MENKES/SK/II/2008. This program has the objective to provide access toward free health services in Public Health Center (Puskesmas) level or Hospital level. This policy disperse nationwide, therefore this policy would be conducted in all region in Indonesia, including in Pasuruan regency. This policy is designated for poor people and those who have minor capability of buying health service. However, to determine the target, Indonesian Health Ministry is placing different quotas in each regencies and cities based on its poverty level. Poverty level is based on BPS data in the year of 2006. Given that this policy is held in the year of 2008, data being used is no longer relevant with the poverty level of 2008. And thus there is always risk that a lot of poor people didn‟t register within Jamkesmas. Besides, fairness aspect in gaining services would be too far to achieve. This could be the obstacle that could hinder the progress for national vision „Indonesia Sehat‟ in 2010. Based on those problems above, author is taking interest to reveal a lot more through the experiment titled “Implementation of Policy on Public‟s Health Guarantee (JAMKESMAS) study in Health Office at Pasuruan Regency”. This experiment is having the objective to discover how is the implementation of policy on Public‟s Health Guarantee (JAMKESMAS) in Pasuruan Regency. Location of experiment take place in Health Office Pasuruan Regency with subject are Head of Health Office, Hospital Director, Chief of Service Delivery, Kecamatan Officials, and Jamkesmas members as the target of the program. Method used in this experiment is qualitative descriptive which means author try to described the factual reality in implementation of policy on Public‟s Health Guarantee existing in Pasuruan Regency. Result of this experiment describes that implementation of policy on Jamkesmas at Pasuruan Regency as one governmental efforts to achieve the vision Indonesia Sehat 2010. With target for 411,064 poor people in Pasuruan regency, this program is expected to improve the access on health service for poor people within Pasuruan Regency. Benefits taken by jamkesmas participant is free of charge health service. By this kind of health service, it is expected to reduce the burden of poor people. Therefore, we can conclude that this policy is a manifestation of government consistency in its effort to improve development particularly in health discipline for a better health of indone4sian people. However, each implementation of policy would have certain obstacle included jamkesmas policy within Pasuruan regency. Basic problems that exist until now is the amount of untouched poor people still haven‟t got the opportunity to be the member of the program, thus demanding government to take action in dealing with this matter such as conducting re-verification for poor people status. Hence, could improve the affectivity of the program.
