Abstract

Indonesia and Australia are two countries which are neighbour in geographically. This strategic position forced both countries to create a harmonic relation between them, although there are differences in both countries, whether in history, language, culture, religion, political and social system, also culture system. Harmonic relation was built by both nations, but in its development, relation between Indonesia – Australia colored by problems which made the relation worse, so that the pattern became fluctuative. As close neighbor with unique historical relation, Indonesia and Australia should create strong and solid basic relation. It could be done by cooperation by both countries. One of them is the education and culture cooperation. The research tried to describe education and culture cooperation in relation fluctuation between Indonesia and Australia in John Howard government era. The research was described in descriptive analysis in 1999-2007 range based on Prime Minister John Howard government era. Method used was literature study, by collecting data to analyze. Through the result from data analysis, the writer found that relation between Indonesia – Australia in education and culture were in stable condition. Tthis cooperation region which create a good and friendship relation possibility since the relation influenced by political activities. The cooperation forced by public actors or non-state actors. not state actors as happened in political interaction or defence. The cooperation was grouped into functional cooperation, through education and culture, they could strengthen relation between both countries through grass root level though in political region was fluctuative, education could be stable.
