Abstract
The goal of this study is examine influence of Local Original Earning (PAD) and General Allocation Financial (DAU) to Local Budget of Regency/city in Medium Java. Data which be used in 2002-2006, the source of them based on the realization of Earning Budget of Local budget. Based on the descriptive statistical show that mean value of PAD about 39.622,70, mean value of DAU 289.746,64 and mean value of BD 376.022,76. The result of multi regression analysis show that PAD and DAU give significant influence to Local Expense both lag 1 or lag 2 test it is shown from t-test or f-test less than 0.05. DAU have dominant influence to PAD, it may be seen from t-test, and beta coefficient. It give mean that flypaper effect happen, which district government response to carried out expense more than change of DAU total if it is compared with PAD.
