Government touch all society aspect, and really all governance facet which hand in glovely have tying and rely on public relations. Moment happened conflict, effort government to stabilize the condition of area till develop again and maintain governmental image continue to be done. Public relations felt of vital importance in arrangement of crisis and one of crisis which facing is degradation of image crisis by riot tragedy between group entangling Governmental officer of Kendari City, Merchants, the police and student. Public relations have important role to face off and handle the crisis, considering a crisis can negating the image of this institution. Told that public relations have role in overcoming problem or handle a crisis because public relations have to can look after and observe reportage during crisis and after crisis to return the institution image. Theory which used in this research is role of public realions theory told by Dozier & Broom at Ruslan ( 2007; 2021) that role of public realions in an organization can be divided to become four category that is: as an adviser of expert (expert prescriber) where public realions considered to be one who is expert in managing the information and able to give advise to organizational management or leader, as communications fasilitator (communication facilitator) where public realions personate communications bridge between society and government, as problem solving process facilitator (problem solving process facilitator) where public realions entangled or entangle x'self in each crisis management, and as communications technician (communication technician) where public realions provide various technical service which required by itself institution and also society. This research use qualitative research method, refer to Miles and Huberman analysis direct done in field research together with reduce of datas, data display and verifycation, then formulated descriptively about Publicity Department effort of of Government District Secretariat of Kendari City in developing institution image after conflict related of performance role of public realions run by Publicity Department, so that can answer the question of research. Datas technique collecting which through interview, documentation and observation. Election of the informan are done by purposive sampling, namely pass various certain criterion and consideration. As for authenticity datas technique used source triangulation. Result of research at Public Relations Department of Government District Secretariat of Kendari City indicate that role of governmental public relations in a period of crisis of after conflict that is sharing to duplicate that public relations is as communications consultant, communicator at the same time mediator that is medium between society and government, and between society with society in the effort overcoming and finding the solving of the problem of conflict. Public relations here also personate clarificator or one who give clarification of problems that happened.
