Public service in train transportation sector at the implementation of transportation at Lebaran 2008 by PT. KAI Daop IX Jember is dealt with the lack of facilities and infrastructure. It can effect its performance in satisfying public demand when Lebaran because of the lack of government’s support. The limited number of passenger-train seems like PT. KAI’s performance is not maximal, such as passenger density is exceeding the train capacity while the number of passenger-train is not able to accommodate all passenger. It makes many passenger applicants squeezing into the loaded train, and even some passenger is not accommodated. Based on this fact, the researcher thought that it needs to conduct a research under the title “Performance of Public Service of PT. Kereta Api Indonesia (Inc.)”, Study at PT. KAI Daop IX Jember. The research indicators rare: 1) PT. KAI’s preparation in implementing transportation at Lebaran 2008 and 2) PT. KAI’s performance in implementing transportation at Lebaran 2008. This research includes in descriptive qualitative research, where the researcher is only giving a description without any attempt to give hypothesis by using purposive sampling. The research subject taken by field research in the form of observation, interview, and documentation. The research result is as follow: PT. KAI in establishing its performance in implementing transportation at Lebaran 2008 faced some constrains that is the lack of facilities dan infrastructure of passenger train and locomotive. Even if it has proposed some help from the central, but there is no any reaction and exactly the PT. KAI Daop IX Jember facilities is pulled down to the other Daop. Nevertheless, PT. KAI Daop IX Jember, in giving service, has made as efficient and effective performance as the minimum services standard. However, it is hard to make it real because of the lack of facilities and infrastructure in hand. It makes PT. KAI Daop IX Jember seem not maximal in giving service, because the implementation of Lebaran transportation for economy class that is very full. So, it makes the passenger must be squeezed in the train, ticket scalper matter and the difficulty in getting business and executive class ticket. The conclusion of this research is that presently the public service in Indonesia is still dealt with many constrains and tends to stagnant. The poor public service in Indonesia has impact on transportation sector, includes Railway Company. Where, as we know that it is often happen train accident as the real evidence that public service sector in transportation field cannot yet improved by the government. One of its examples is public service in the implementation of Lebaran 2008 transportation is very concerned, especially the service given to the class economy passenger. As what happen to PT. KAI Daop IX Jember that faced some constraints like the lack of locomotive tools and railway-carriage, especially for economy class. Whereas in Lebaran event, it is often happen passenger density. Because of the lack of facilities and infrastructure maka train capacity cannot accommodate all passenger, so that passenger have to squeeze into the train. Moreover, there is small part of passenger want to take serius risk by go up on the railway carriage. Indeed it is very dangerous for their life.
