Abstract

State general hospital (RSUD) of Jombang is one organization or unit of enterprise that delivers health service, which is recently established as state fund- and during its course of time, it demonstrates significant improvement in the term of budget achievement. Along with providing health service, this state hospital embrace an obligation of maintaining its survival and ensuring all available units grow as optimally as possible. Recently, State general hospital (RSUD) of Jombang employed financial measure as tool to employ company performance measurement. Financial measure only demonstrates how well company’s strategies is employed at the present time and does not include forthcoming company’s indicator and performance so that the company is unable to identify which factors causing financial performance decline. This research employs concept to design performance-measuring system namely balance scorecard. Meanwhile, there are five perspectives used in this research including financial, customer, internal business process, growth and learning and benefit for society. All of these five perspectives is then developed into measurable performance indicators in order to know hospital’s performance achievement. Based on performance indicator determination, a measurement is conducted using obtained data from hospital for each indicator. The meaurement employs Objective Matrix (OMAX), in which the hospital can periodically plan and control to performance achievement. In measurement using OMAX, the weight of each measurable indicator is included, where in weight determination of each indicator Analytical Hierarchy Process (AHP) is employed. In performance measurement of five perspectives, 22 indicators were produced. Performance measurement of 3 periods (2004-2006) resulted in performance achievement index of 6,616
