This research based on the importance of Public Relations in company, especially government company such as PT. Pertamina (Persero) UP V Balikpapan that is one or BUMN (government company). Beside Public Relations, PT. Pertamina (Persero) UP V Balikpapan also have Humas (Government and Public Relation). The research first assumption are, that Public Relations model in BUMN are different with government or company models. That’s why, the writer very interesting to analyze Public Relations (Humas) of BUMN, like PT. Pertamina (Persero) UP V Balikpapan. This research is qualitative descriptive, the data collecting with observation, interview and documentation. From the data, the writer have four key informen and two supported informen. Data technique process or data analysis use qualitative descriptive with induction – interpretation – conceptualization. To test the data, the writer use trianggulation method. Theory Public Relations by James E. Grunig, that stated, there is four model of Public Relations, Press Agentry, Public Information, TwoWay Asymmetrical, TwoWay Symmetrical. The research result show that Public Relations used by PT. Pertamina (Persero) UP V Balikpapan that government company use Public Information Model and Twoway Symmetrical. The reason is that Hupmas division of PT. Pertamina (Persero) UP V Balikpapan give the best service to public . the communication in Two Way Communication, so it will more effective and balance. And also, Pertamina UP V still conduct a small riset with survey, questioner, and management result coordination.
