Abstract
The additional General Allocation Fund is the commitment of the central government to assist local governments in improving public services at the village level. As funding support for urban villages for the construction of infrastructure and community empowerment in the kelurahan. Additional General Allocation Fund policies did not emerge suddenly. The policy was taken on the suggestion of mayors throughout Indonesia who are members of the Association of Indonesian City Governments The problems faced by the sub-district are as complex as those of the villages and require a similar budget allocation. Therefore, the Republic of Indonesia Minister of Home Affairs Regulation Number 130 of 2018 concerning urban village facilities and infrastructure development activities and community empowerment emerged, which in this regulation regulates the development activities of urban village facilities and infrastructure and community empowerment. In implementing this program, the central government provides additional General Allocation Fund to local governments to manage their own households. The construction of infrastructure and community empowerment in the sub-district is a proposal for activities listed in the 2018 Village Development Planning Conference document. Development of facilities and infrastructure in Kiduldalem Village is more inclined towards the construction of clean water installations and networks, drainage and sewers, installations and networks. communal domestic wastewater. Meanwhile, for the implementation of community empowerment, the Kiduldalem village chose the urban farming training program. Because urban farming itself is very suitable with the environmental conditions in Kiduldalem Village, which has limited land, besides that it is easier to apply by the community itself. The problem that most often occurs is the disbursement of the budget which sometimes experiences delays in disbursement, which becomes an obstacle in implementing the construction of facilities and infrastructure as well as community empowerment in Kiduldalem.
