Along with the development of the city, it will be felt once the existence of a change through the development or more specifically with the settlement of the map-making in accordance with the readiness area for development or not. In addition, urban development must be based on RTRW, so good urban development is considered or viewed from the aspect of RTRW. But if development is not based on RTRW, then cities that do not follow a change and also the development will greatly affect the maximum filling spaces exist in the city. Thus, to see the region’s readiness in implementing the development plan, community has a great chance to manage the potential of this neglected area for territory is big enough. Samarinda city government policies might build the city to become a city that are useful and have a huge change, so they can bring this city well known. This study used descriptive qualitative approach. The data was collected through observations, interviews and documentation. The analysis conducted through collecting the data, then data reduction and presentation of data, then final step would be conclusion or verification. The obtained research results were: (1) The implementation of urban planning policy in settlement areas within the structure of the urban space border of the banks of the Mahakam region planning indicated that the banks of the Samarinda. (2) The inhibiting factors in structuring the border were retailers (vendors) along the lines of the banks which street vendors greatly bogged down, Dirty, Flood and Lack of rescuer water. (3) The supporting factors to overcome the barriers in the edge region planning. The researcher suggested that the government policies should be increased, and the community involvement was essential to build the advancement of Samarinda, and the government activities should not only implemented inside the building, but outside the building to discuss the existing problems directly with the citizens of Samarinda.
