Abstract

The problem related to the existence of Street Vendors (PKL) who sell carelessly is felt by almost all cities in Indonesia. No exception with Batu City, where in July 2019 the Satpol PP Batu City found a total of 120 street vendors selling caressly in the forbidden area of Batu City. Departing from these problems, the researcher wants to know how dynamic governance is in regulating and controlling street vendors in Batu City. The purpose of this study is to provide an overview of dynamic governance in the regulation and control of street vendors in Batu City which consists of two main elements, namely dynamic capabilities and organizational culture. This research uses dynamic governance theory from (Neo & Chen, 2007) and uses qualitative methods. Researchers collected data using observation, interview and documentation techniques. Then the data sources come from primary and secondary data sources related to the problems the researcher carries. Furthermore, researchers used data analysis techniques according to Creswell. The reseach location took place at Diskumdag dan Satpol PP Batu City. The result of this study indicate that the Batu City Government in terms of regulating and controlling street vendors can be said to have represented a dynamic governance. Where in the case the Batu City Government has implemented all elements of dynamic governance, both in terms of dynamic governance capabilities consisting of the ability to thinking ahead, thinking again, and thinking across borders. In addition, it has also used the principles of organizational culture in each of these dynamic capability processes.
