Abstract
The Joint Business Group Program (KUBE) is a program of the Ministry of Social Affairs of the Republic of Indonesia as a gathering place for poor people who have the same goal of building welfare through groups. With the establishment of the KUBE program, underprivileged community groups can participate in carrying out economic development activities, so that people will be able to meet their daily needs. This research uses qualitative descriptive type. Data collection techniques in this study were observation, interviews, and documentation. The interview subjects in this study were the Batu City Social Service, KUBE assistants, and KUBE administrators in Batu District. The data analysis technique used was data reduction, data presentation, and conclusion drawing. The results obtained are that it has not gone according to what was targeted by the Batu City Social Service. First, the criteria for effectiveness are still not effective because there are members of the KUBE group whose members are not actively producing. The two criteria for their efficiency are still confused in managing funds and the products that are sold sometimes do not run out. The three criteria for the adequacy of the results obtained are not sufficient for their daily needs. The four criteria of equity in terms of benefits have been felt by members, but the results are lacking. The five criteria for responsiveness are still lacking in relation to mentoring and monef from group facilitators. The six criteria for accuracy in the aid distribution process are good and precise, but not many business groups have graduated independently.
