Abstract
Tourism has a role as profit-based indusrial sector which makes it one of the largest sectors in global economic growth. In an effort to develop tourism, there are strategies carried out throught branding, advertising, selling. This happens in the development of religious tourism in Tuban Regency through city branding. The steps taken by the Tuban Regency government towards religious tourism are through the concept of a branding strategy to develop the existing religious tourism sector, which is able to combine one tourist spot and another according to the city branding “Tuban Bumi Wali” The Spirit of Harmony.This research uses descriptive research with a qualitative approach. The data collection technique is done by interview, observation, and documentation. While the data obtained were analyzed using data analysis model Miles and Huberman. So that the data helps to see the city branding “Tuban Bumi Wali” The Spirit of Harmony in the development of religious tourism in Tuban Regency. The theory used in this research is to use Butler’s tourism development theory and the concept of branding strategy. The result of this study indicate that the branding strategy for religious touris implemented by the Tuban Regency government includes several stagesincluding brand personality, brand positioning, and brand identity while in building and developing religious tourism in order to maintain the city branding “Tuban Bumi Wali” The Spirit of Harmony, refers to Butler tourism development theory includes the phases of exploration, involvement, development, consolidation, stagnation, decline, rejuvenation. However, until now there has been no regulation issued by the Tuban Regency government to strengthen and sustain city branding in the event of a change in government structure. Therefore the need for binding regulations in legalizing the city branding “Tuban Bumi Wali” The Spirit of Harmony, while in tourism development there is a need for innovation by creating religious tourism package programs that are able to combine tourist attractions with one another.
