Abstract

The dana desa has been allocated by President Jokowi since 2018. One of them is Pujon Kidul Village. In development and community empowerment in Pujon Kidul Village, it is guided by the priority setting by the central government. However, the main problem in Pujonkidul Village in managing the dana desa is that the implementation in the field still does not fully know and understand the regulations. Both the government apparatus and the village community. Due to the number of regulations as guidelines for the management of dana desa. Management of dana desa can be said to be good if the management is in accordance with the principles of village financial management, namely participation, accountability, transparency, orderliness and budget discipline. Therefore, financial management can be said to be good if the four principles are fulfilled in the management of the dana desa. Based on the identification and extent of the problem, the problem boundaries in this study can be formulated by how to evaluate the management of dana desa for the 2018 fiscal year in Pujon Village, Pujon District, Kidul Regency.The theory used is by using Willam N. Dunn's policy evaluation. To measure the success of this policy by evaluating the implementation of dana desa management using policy evaluation criteria, including Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, Appropriateness.The results showed the level of effectiveness of dana desa management with community participation in dana desa management starting from the planning, implementation, and accountability reports stages. With community participation with representation at the planning stage to capture community aspirations to achieve community welfare goals. On efficient indicators that the management of funds to achieve goals with little effort and resources. This cannot be separated from the role of village government officials in managing dana desa. on the indicator of adequacy, sufficient funding for development and community empowerment. And the development is considered sufficient to have an evenly distributed impact on society throughout society. Distribution in the management of dana desa is not divided equally. However, this leveler is more about meeting the needs of the community so that there is no imbalance in services in each village area. The management of dana desa cannot be separated from the responsiveness of the government to make policies related to programs and activities needed by the community so that they provide benefits to the community.
