Abstract
ABSTRACT Good governance is the implementation of solid state government that is responsible and efficient and effective, by maintaining the synergy of constructive interactions between the domein of the state, the private sector and society. Governance which is translated into governance is the use of economic, political and administrative authority to manage state affairs at all levels. Kelurahana is the lowest government unit under regency / city government. Kelurahana is a part of the state bureaucracy, and is once a local leader who has a significant role in funding for managing the Kelurahan Government. Through this coordination, it is expected to be able to apply the principles of good governance in the development planning process, especially in the Trajeng Village, Panggungrejo District, Pasuruhan City. This research uses descriptive research using qualitative methods, the interaction between Community Empowerment Institutions, Self-Help Agencies, village governments, civil society and urban village actors as an application of the concept of applying the principles of good governance in development planning. Development planning in Trajeng Village applies the principles of Good covenent, which include the principle of community participation, the principle of upholding the rule of law, the principle of caring for society, the principle of being oriented towards consensus, the principle of effectiveness and efficiency, the principle of transparency, the principle of responsibility, and the principle of accountability.
