Abstract

The city of Tual has a high tourism potential where there are about 10 tourism objects with one of which is the attraction of Bair Island. However, in 2018 the tourist attraction of Bair Island is still lost compared to other attractions such as the island of Adranan which can be interesting about 66,000 tourists, while Pulau Bair only about 49,000. In addition, some travel agencies are also still a little tourism promotion of the island of Bair.. Therefore, in order for tourism development to run optimally, the city of Tual collaborate by involving the private sector and society. The research method used is a qualitative descriptive to provide a picture of the collaboration of governance in Bair Island tourism development in Tual city and its problems. Data collection techniques are conducted through the observation process, interviews and documentation. The theory used was the collaborative governance of Chriss Ansell and Alisson Gash emphasizing that a formal collaboration between Pemerintrah and non-governmental actors, where the government became the initiator of thecollaboration. The results showed that collaborations include government actors conducted by Disparbud, travel agency and Tourism community. Each of the actors has acted as a facilitator, conducting travel promotion, and support in the implementation of collaborative activities program. The achievement of collaborative activities showed the improvement of tourist visits from 2017 to 2018, but in terms of regional revenue contributions are still not significant.Overall the realization of collaboration was supported by the dialogue, trust, and commitment of the actors. But there are some shortcomings that in the absence of regulation to support the collaboration process, lack of involvement of hotels and restaurants and still lack of involvement of travel agencies
