The district of Sumenep lies in the East corner of Madura island inhabited by some ethnic namely Madurese, Javanese, Arabian and Chinese. This research focuses on Chinese ethnic due to literature review showing that in some regions, high frequency of social disintegration even conflict between ethnics does occurs. It is mainly triggered by trade competition, ethnic egoism, religion diversity and other social factors. Since 1270, Chinese ethnic has been living in Sumenep and building harmony social relation mainly witth Madurese. This relation leads to stable social life without any racial conflict between those ethnics. This even continued to happen apart of some tragedies of anti-Chinese movement in Jakarta on May 1998, Ambon chaos last 1999 or those at Central Kalimantan last 2001. The description above leads to three academic problems. First, how did the formation process of social interaction between Chinese and Madurese in Sumenep take place? Second, what is the symbol of harmony on social interaction between two ethnics? Third, what are the social capitals in building social interaction between the two in Sumenep? This research uses constructivism paradigm in line with Weber’s thought which focuses on social action in a social relation. Furthermore, the approach of this study is qualitative focusing on the research subject by doing interview, observation and documentation. Additionally, this is a case study research in the district of Sumenep. It revealed some following results. First, the formation process on social interaction between the two took place in three types of process. First, since the very beginning of Chinesse’s coming to Sumenep, it was through the trade that it created business partnership with the common market need. Second, it was through acculturation and the use of mixed language such as tradition of pelet kandung (for the seventh month of pregnancy grateful celebration), maulid nabi (birth celebration of Prophet) and art performance called can-macanan (artificial tiger for entertainment). Third, it was through mixed marriage. These three types of process respectively contribute to the creation of harmonic social interaction as well as associative ones accentuating on cooperation, adaptation and fusion. Meanwhile, the symbols of associative social interaction formation are clear in the building of Masjid Jami’ (The Great Mosque) of Sumenep, Labang Mesem (The Smiling Door) and Keraton Sumenep (Sumenep Palace) which feature fusion of some culture. Additionally, the existence of Pacenan (residential area for Chinese) in some Sumenep sub-districts as well as close geographical location of a mosque, a pagoda and a church at Pabian Village in Sumenep downtown implying harmony among ethnic and religion also symbolize this. The social capital beyond this associative social interaction is mainly due to the common life philosophy which respects human as God’s creature, open mindedness among one another and official support from government along with the role of religious figures and FKUB as the controlling institution.
