Abstract

The process of making land certificates in Indonesia that are expensive, long, and convoluted makes people reluctant to take care of their land certificates which results in many parcels of land that are not yet registered. This causes problems in the community, such as land grabbing, dualism of ownership and unclear land boundaries. In response, President Joko Widodo's era of government issued a policy on the Complete Systematic Land Registration Program (PTSL), but there were many cases in the implementation of PTSL. The formulation of the problem in this study is How is the accountability of PTSL Gunungsari Village Community Groups (POKMAS) in implementing a complete systematic land registration program (PTSL) in Batu City in 2018 and What are the problems faced by PTSL Desa Gunungsari Community Groups (POKMAS) to realize accountability in implementing a complete systematic land registration program (PTSL) in Batu City in 2018 with the aim to explain the PTSL Gunungsari Community Group Accountability (POKMAS) in implementing the Systematic Complete Land Registration (PTSL) program and to find out what problems were faced in realizing Community Group Accountability (POKMAS) ) PTSL Gunungsari in implementing the Systematic Complete Land Registration (PTSL) program. This research uses a qualitative research method with a descriptive approach. The results of the study are the accountability of PTSL POKMAS Gunungsari Village have been met but there are still some obstacles such as the absence of written reports made by POKMAS and the number of POKMAS is relatively lacking. Suggestions from researchers are that the central government in this case the ATR / BPN ministry is expected to revise regulations related to financing PTSL registration and for POKMAS to make a report on the performance results to the village head.
