Abstract

Every knowledge produced by a particular subject or authority is a mechanism for carrying out power as well as a way to obtain power through discipline and rationalization of other subjects, namely society. In the village of Woro knowledge and power are produced by government elites to hegemony and dominate the implementation of village development. The objectives of this study are: (1) To find out the role and strategy of the government elite in producing knowledge and power in the implementation of development in Woro village, Madapangga district, Bima district. (2) To find out the form of knowledge and power produced in the implementation of development in Woro village, Madapangga subdistrict, Bima regency. This study uses theory of knowledge and power from Foucault to analyze research problems . The research paradigm used is a critical paradigm while the qualitative research approach with descriptive research type is used as a research method. Data in the field was collected using observation , interviews, and documentation techniques and analyzed using the interactive model of Miles and Haberman. The results of this study are that (1) village head woro is the main elite who has a role in producing knowledge and power and is supported by the chairman of the BPD, and the village secretary. (2) production strategies are carried out through socialization through village meetings, community events, and social conversations, and setting knowledge into village regulations. (3) form of knowledge produced is that physical development is more important than non-physical development, the government knows more about development issues than the community, and prioritizes family elements and closeness than other communities in village development. This research provides advice: It is expected that in the implementation of village development not to exercise power dominated by a group of ruling elites. In this case the holder of power at the village level must open the widest possible space for the community to engage in development without discrimination.
