Abstract

The implementation of mass e-KTP occurred in 2012 Tuban regency, in the implementation of Dinas Kependudukan dan Catatan Sipil, Tuban regency still encountered many obstacles, for instance inadequate e-KTP blanks, the large amount of biometric data caused e-KTP could not be printed, there were still doubled data found in the implementation process, resulting in the performance of employees, especially the Dinas Kependudukan dan Pencatatan Sipil staf as the technical implementers under the orders of the major of Tuban. If examined further that there are two most important issues in the manufacturing process, including technical errors and administrative errors. First, the technical error is the error related to the printing machine. Since during the printing process, many e-KTP were damaged because the tools used were still not optimal. Whereas the second mistake, which is an administrative error, is an error made by an employee when making an input process, resulting in double data (there are two names but one person). Such matter is reconsidered by the government as an evaluation material to improve the optimal and accountable service delivery. The purpose of this research is to find out the Public Policy Evaluation Study in the Making of e-KTP in the Dinas Kependudukan dan Pencatatan Sipil of Tuban Regency in 2017. This study uses the Dunn evaluation theory, namely effectiveness, efficiency, adequacy, and responsiveness. The research method used is qualitative descriptive techniques, in the selection of informants using purposive methods. The research techniques used are interviews, observation and documentation. Analysis of the data used is the analysis of Miles and Hubeman's field data. Components in data analysis include, data reduction, data display, data grouping, and inference, based on the results of researchers, it can be concluded that the e-KTP program that has been reached has not been maximized, where there are still many obstacles such as lack of stamps, damaged recording equipment, lack of information. The suggestion from this research is the need for comprehensive socialization and the need to add stamps.
