Abstract

Many public employees performed work productivity deviance openly. Discipline and supervision are considered as effective ways to overcome unproductive behavior. However, the moral aspect is essential to influence work productivity deviance. This study aims to determine the effect of external control on moral engagement work and productivity deviation as a moderator variable. The research subjects were 214 public employees in Malang city, Indonesia (aged 21-55 years old). The instruments of data collection are Marketing Jobs and Management Control, Civic Moral Disengagement Scale, and Workplace Deviance Behavior Scales. The data were analyzed using SEM analysis. The results showed that moral engagement served as a moderator variable in the relationship between external control and work productivity deviation. The role of counseling is also discussed in the study. Many public employees performed work productivity deviance openly.
