Abstract
The amount of agricultural land in the city of Malang is getting smaller every year. This is due to the conversion of land into settlements and industrial estates. According to the December 2017 agriculture census, agricultural land in Malang City is 1,104 hectares. Every year there is a shrinkage in the range of 2 to 5 percent. The remaining productive agricultural land is 821 hectares (ha). Almost every year there is a decline in agricultural land. Previously, the area of productive agricultural land reached 884 hectares (ha). Until 2017, the area of land in the form of agricultural land, water bodies, and vegetation is only 30 percent remaining. This development cuts agricultural land. Finally in 2017, the area of man-made structures will become 4,751.5 hectares (ha) or around 64 percent of the total area, doubling. As a result, the current area of natural land has decreased to 30 percent or around 2.53.3 hectares (ha). The research method used in this research is descriptive qualitative, describing the network governance of regional government organizations in reducing land and building taxes to control the transfer of function of agricultural land in Malang and the problems faced. As for the data collection techniques carried out are documentation, interviews and field observations and collecting secondary data that supports and the toeri used is the theory of network governance from Keith G Provan. The results showed that the network governance between the agriculture department and the local municipal tax service agency in implementing the land and building tax reduction program for each actor involved had their respective authority. The program is carried out by providing a 50% reduction in land and building tax in an effort to maintain and maintain sustainable agricultural land. But there are some obstacles in carrying out the program such as the lack of socialization and there are still many farmers who have not paid tax arrears beforehand.
