Abstract

The expected supply of fishery products derived from aquaculture is greater than from fishing. The success of brackish water aquaculture is determined by several factors, including physical and non-physical factors. Physical factors that support the aquaculture business include, climate, soil conditions, water conditions, and production roads. While non-physical factors that support the fisheries business include labor, seed supply, supply of fertilizer subsidies, marketing, capital, production results, and disease disorders. The area of East Luwu Regency, Malili District, fishery is the main factor. Socio-cultural in Sulawesi, fish is the main thing. This cultivation development can open job opportunities, increase income distribution, improve nutrition and so forth. The research objective is to obtain information and knowledge about the policy of aquaculture development in the pool brackish water media, as well as the obstacles faced in implementing a policy. This study used descriptive qualitative method. Data collected is based on the results of interviews, observations, and documentation. The results of this study indicate that in the Regional Regulation of East Luwu Regency Number 22 Year 2011, there is no specific explanation regarding cultivation development. However, this cultivation development program was developed and the program is a priority of the Regent of East Luwu Regency. As for the leading commodities of this development, namely, shrimp, milkfish, and seaweed. However, the implementation is still not optimal. There are several factors that occur in the field of obstacles that are not in accordance with the expectations of the program.
