Abstract
Further development of the tourism sector in Oro-oro Ombo village of Batu City as the impact of the construction of identity as the Batu City Tour, has brought changes to the original hue region as a producer of agricultural products in Batu has been turned into tourist attractions. Thus the tourism activity is considered able to participate in employment in large enough quantities and is expected to increase income for people in Batu. At this point the community and then prosecuted for 'literate' changes, if not, when they can not adapt to the rapid development they will be people who are not able to compete and marginalized. The purpose of this study is conducted to determine how tourism can have an impact on social and cultural conditions in the village of Oro-oro Ombo Batu, particularly on the shift of local cultural values. Meanwhile the research methods used in this study used a qualitative approach, with the determination of research subjects purposively and using descriptive analysis of Miles and Huberman. While the analysis of the theory used in this research is to use the theory of change of Spenser which states that the changes occurring in society is fair and takes place through a process of evolution. And in the process of change happening reification and commodification, as proposed by Lukacs. The results of this study indicate that a shift in cultural values that occurred in the village of Oro-oro Ombo include a shift of economic activity from agriculture to tourism activity, a shift in meaning for the community of mutual aid, shifting the meaning of education in society and the commodification of the residence. So that suggestions can be proposed in this study is should the government in developing tourism in the area still need to restrict the licensing of the lodging establishment or home so that growth does not go wild and create a disturbed environment.
