Abstract

Land is a gift from God Almighty given to human being. It also becomes a fundamental need in human life. The importance of legalization towards lan rights through Complete Systematic Land Registration (PTSL) will provide legal certainty and prevent the occurrence of land ownership dispute. PTSL is conducted first time for all land objects in the territory of the Republic of Indonesia. This research aims at answering the problem of urgency of land legalization trough Complete Systematic Land Registration (PTSL) in the City of Batu. This research applies descriptive-qualitative design. The data are collected using observation, interview, documentation, literature review. The subjects involved are BPN Employees, Village Government, and the community whose land was made the object of PTSL. The results showed that land legalization towards PTSL certification program in the City of Batu is an agrarian reform in Indonesia trough land registry. The legalization in this city becomes important to be conducted due to numerous fields of study of land which is not legalized yet, land dispute, previous government failure regarding land registry (PRONA), and One Map Policy. Moreover, there are several problems in the implementation of PTSL in the City of Batu, namely lack of community understanding regarding the importance of legalization and lack of human resources in BPN.
