Abstract

This research is a case study at the General Hospital Regional dr. Soegiri Lamongan with title "Performance Analysis Measurement Regional General Hospital using the Balanced Scorecard". Goal of this research is to find out how performance management General Hospital Regional dr. Soegiri Lamongan measured using the balanced scorecard. This research is descriptive research, the activities of data collection and analysis with the goal to create a picture of systematic, factual and accurate statement of the facts and the relationship between the phenomenon of investigation. In this research, the analysis techniques used are qualitative and quantitative analysis. Qualitative analysis include clarification vision, mission and goals in the plan to the company's strategy, while the analysis includes the quantitative measurement of performance against each perspective, the financial perspective with the level of income and expenditure effectiveness, with the perspective of customer satisfaction questionnaires (the patient), a business process perspective with the level of internal efficiency of the hospital according to standards of Directorate General of Medical Services Ministry of Health RI, and learning and growth perspective of the employee satisfaction questionnaire. Analysis of measurement results on the balanced scorecard from hospitals. Soegiri Lamongan to each perspective for the year 2008 is (1) financial perspective the results overall show a maximum, (2) shows the perspective of customer satisfaction level of customers (patients) with a score high enough answers respondents ranged at least 72 and a maximum of 133 with a range of theoretical 29 - 145. Descriptive statistics, mean value of 108.8791 with a standard deviation of 10.77429, (3) internal business process perspective shows that the performance of the services the patient experienced a decrease from the sixth based indicators show little improvement although only three indicators, namely, on average, with ALOS average 4.15 days treated patients, 2.83% NDR with the number of patients who died during treatment ≥ 48 hours, and the GDR with a decrease in the level of positive 0.04%, (4) learning and growth perspective shows employee satisfaction level in conditions that answers with a high score at least 87 respondents ranged up to 158 with a theoretical range of 33 - 165. Descriptive statistics, mean value of 117.4070 with a standard deviation of 11.67539. Overall analysis of balanced scorecard will directly affect the establishment's vision, mission, and goals set by Regional General Hospital dr. Soegiri Lamongan. In the year 2008 indicate the establishment's vision, mission, goals, and the hospital compared to the year 2007, with results that proved enough perspective on all of the maximum. Conclusion of the analysis results show that the overall assessment of the performance of Regional General Hospital dr. Soegiri Lamongan using the Balanced Scorecard approach shows good results, although from the perspective of one of the four perspectives, namely a decreased internal business process perspective. This is caused due to an increase in the number of beds that show increased standard-class hospital that is of class C into class B
