Abstract

Batu City is an agriculture-based city. The Mayor of Batu has an idea to maximize the agricultural potential in the city of Batu. With the smart city program the mayor of Batu can improve agricultural products. Potential of Batu city is agriculture sector to realize berjaya city as an empowered village of international tourism agro that has character, competitiveness and prosperity. The goal is clear that the Batu city government wants maximum community service and of course technology-based. Service to the community is not always in the office, with technology and also innovation from now on service can be anywhere because there is already a container. The theory used to analyze this is the theory of innovation from George that innovation is an idea, practice, or object that is considered new by the individual one adoption unit to another. In addition to the innovation theory from George there is a policy theory from Steven A. Peterson. According to Steven A. Peterson's policy is an action or action by the government in overcoming a problem. The results of this study use descriptive methods that include interview data, observation, and documentation. The results of the collection and discussion in the study can be concluded that the Batu city government has run a smart city program. There are 5 stages in realizing smart city in Batu. For now the smart city program is in the first stage. In this first stage the Batu city government focuses on agriculture and has used applications to market agricultural products. In addition to marketing agricultural products, farmers can also share with other farmers or officers who guide farmers. The existence of an Android or iPhone based application, the community will certainly be easier to access. With smartphones, people can access them wherever and whenever they are connected to an internet connection.
