Abstract

Abstrac. Public policy as a product of activities that can or are able to solve public problems in society through the regulation of political actors. One important policy implemented by the government is supporting policies regarding public services. Public service is an important key to success in a government. Health service is one form of public service One of the steps taken by the government in the context of health services is to conduct a Free Delivery Guarantee (Jampersal) program for pregnant women. Jampersal is one of the policies aimed at increasing access to antenatal care, childbirth, childbirth services and newborns performed by health workers by removing financial barriers in order to reduce maternal mortality and infant mortality rates. P rogram Jampersal in Malang is performed by Malang City Health Department who worked with several health care providers either through the government and private agencies and Rumash Hospital Health Center. The research method used is qualitative descriptive, describing Implementation Delivery Guarantee Policy Guide for Pregnant Women in Malang in 2018 and problems faced. As for the data collection done is documentation, interviews, and field observations as well as collecting primary and secondary data that support, and the concept used is the concept of Policy Implementation, Public Services. The results of this study are that so far the Malang City Health Office in carrying out the Jampersal program has been implemented and is running smoothly, but there are still some inhibiting factors. Some of the inhibiting factors include a decrease in the budget allocation of the Jampersal program in Malang and an inadequate understanding of the community towards jampersal service procedures.
