Abstract

The occurrence of agricultural land function change in Batu City is still rife. Regional development that prioritizes the development of the tourism sector has made the Batu City government open a big opportunity for investors to develop the tourism industry. In 2018 a number of 51 companies were registered in the Tanda Daftar Usaha Pariwisata (TDUP), with a total investment of 1 (one) trillion rupiah. As an effort to reduce the conversion rate of agricultural land, the Batu City government rolled out a policy in the form of Regional Regulation No. 14 of 2012 concerning Protection of Sustainable Agricultural Land. The development of the tourism industry has generated benefits, environmental, economic and social impacts for the government and society. The research method used is descriptive qualitative, describing the political ecology over the function of sustainable agricultural land and the problems faced. As for the data collection techniques used were documentation, interviews and field observations as well as collecting secondary data that supports, and the theory used is the political ecology theory from Bryant and Bailey. The results showed that the conversion of agricultural land in Kota Batu was due to the government's impartiality in the conservation of agricultural land. This is proven by the City of Batu's RTRW regulation, which has protected protected agricultural land area of ​​1,252 hectares and covers 10 villages / kelurahan including Desa Junrejo. However, in Junrejo Village there has been a change of function of the agricultural land used for the development of the 17 hectare Jatim Park 3 tourism industry. With the activity of changing the function of agricultural land that turned into a tourist attraction, it is necessary to have a policy that needs to be addressed by the government, especially in specifying the point of land that is included in the category of protected agricultural land, besides that there needs to be a high commitment between the government and the community in land conservation efforts agriculture.
