Abstract

This study aims to explain how the collaborative governance models of local governments and communities in the management of Pantai Duta in Probolinggo District. This research focuses on two things, the collaboration model between the local government and the society in the management of Duta Beach and the factors that are being an obstacles to the implementation of the collaboration. Meanwhile, the concept used in analyzing the context of the collaboration model is a collaborative governance model from Emerson, Nabatchi, and Balogh (2012) which includes components of the dynamics of collaboration, collaboration activities, and collaboration results. This study uses a descriptive qualitative research method. The data source is results of interviews with several respondents from collaborating implementing stakeholders such as employees of the Dinas Pemuda, Olahraga, Pariwisata, dan Kebudayaan (Disporaparbud) Probolinggo District, the Corporate Social Responsibility PT YTL Jawa Power employees, and Tani Harapan groups, documents from the Probolinggo District’s Disporaparbud and PT YTL Jawa Power's CSR, journals, and books that fit the research focus. Data collection techniques uses the method of observation, interviews and documentation. While the data analysis technique uses four steps, including data collection, data reduction, data presentation, and drawing conclusions. The results of this study indicate that collaboration between the government through the Probolinggo District’s Disporaparbud and the society through CSR and Tani Harapan groups has presented the quite successful implementation of collaboration as components in the collaborative governance model. The collaboration has been carried out through a joint dialogue process carried out by the Probolinggo District’s Disporaparbud and the CSR and Tani Harapan groups; development of trust and commitment from each stakeholder; regulatory support; stakeholder knowledge and capabilities about coastal management; leadership; and some resources such as human resources, budgets and facilities. Collaboration is manifested in a number of collaborative activities such as the formulation of strategic plans, preparation of resources, and monitoring processes. At the end of the process, the results from the implementation of the collaboration is including results in the economic, social and environmental fields.
