Abstract

Ricky Norpratama Putra, 2019, 201410050311156, University of Muhammadiyah Malang, Faculty of Social dan Political Science, Departmen of Governmental Science, E-Government in the Application of the Personnel System through an Android-Based Integrated Mobile Personnel Information System (SIMOKER). Promotor I: Dr. Tri Sulistiyaningsih, M.Si., Promotor II: Muhammad Kamil, S.IP, MA. This study aims to explain the application of e-government in the regional personnel management system of the City of Mojokerto through the SIMOKER application. This research focuses on two things namely the application of e-government to SIMOKER and the inhibiting factors that emerge in its implementation. Therefore, this study will examine several aspects including aspects of readiness, implementation process, and evaluation monitoring. This study uses a qualitative descriptive research method. The data source used was the results of interviews with several informants namely BKD Mojokerto City employees in the field of data and information and the field of performance and awards. Data collection techniques using the method of observation, interviews and documentation. While the data analysis technique uses four stages including, data collection, data reduction, data presentation, and drawing conclusions. The results of this study indicate that the application of e-government through the SIMOKER application in Mojokerto City starts from the preparation of the BKD of Mojokerto City both from the implementation and target human resources, namely civil servants in the scope of the Mojokerto City Government, budget resources, and supporting technology. The implementation of SIMOKER, which began in 2017, contains information on staffing data including employee attendance and performance. Whereas monitoring evaluation is carried out every 3 months and a civil service satisfaction survey is conducted on the SIMOKER application. Some inhibiting factors are the server constraints of BKD Mojokerto City; constraints on other applications integrated with SIMOKER; limited capacity of upload and download features in the SIMOKER application; several ASNs within the Mojokerto City Government who lack understanding of technology; lack of utilities of SIMOKER aplication
