This study aims to determine the implementation of distribution channels used PT. Fertilizer Marketing Region kaltim Probolinggo Java East as well as to determine the level of efficiency of fertilizer distribution channels in the Territory marketing Probolinggo East Java The data used are primary data include cost data channel distribution, data on the number of distributors and enterprise data distribution policy, edangkan secondary data in the form of company location, the history of the company, business corporate, organizational structure, distribution system and distribution policy. These data were analyzed using analysis of margin trade system efficiency. The results showed In marketing their products, companies Kaltim Fertilizer use an indirect channel through the Distribution Line III and 6 Distributors and 267 kiosks and From the analysis on the distribution of cost efficiency period up to July of 2009 it can be concluded that the use of channel indirect distribution more efficient. Based on the above conclusions, the suggestions can be given order fertilizer distribution system that was created to be sustainable, then the unfairness that occurs should be eliminated so that each actor plays in accordance status. This can be arranged in the form of technical guidelines which are elaboration of a ministerial decree that was issued, and with increased margins keutungan domestic producers, the drive to do the export will reduced. Another factor that can avoid both by producers and exports distributor is to raise the price of urea fertilizer in the country. But this, will burdensome farmers. To compensate for the burden of farmers, policy raise prices closer to export price of urea fertilizer (Foxs) followed by markdown policy SP-36 fertilizer. As an inter-Holding Company fertilizer producers to impose cross-subsidies. Useful addition to safeguarding the stability of the availability of fertilizer, the policy is expected to encourage farmers to use a balanced fertilizer.
