Abstract

The purpose of this study was to analyze the Implementation of the School Literacy Movement Policy on the Habituation phase to improve the Reading Fondness Character at SDN Jetak Kec Sukapura, Probolinggo Regency, East Java and to find out the supporting and inhibiting factors of the implementation process. This research is a qualitative descriptive study, at SDN Jetak Kec Sukapura, Probolinggo Regency, East Java, with data collection techniques in the form of interviews, observations, and documentation. The results showed that the implementation of the GLS policy in the habituation stage had been implemented for two years. The form of the implementation of the School Literacy Movement Policy is the habit of reading students every morning with a duration of 15-25 minutes. Student activities are titrated by reading non-reading material. And there is also a Digital Literacy program where students can access books and stories as they wish with guidance from the teacher. Some of the obstacles include the lack of varied reading material, the lack of use of the school library, the lack of sources of information obtained by students such as bulletin literacy posters. While the solution is to strive for the fulfillment of reading books and library facilities through making proposals addressed to the department, utilizing library, addressing the problem of students' interest in reading in two ways namely not pegging reading activities in 15 minutes of pre-learning but students are free to choose whenever they want to read in the beginning of learning and the end of learning depends on the agreement of the class and also the teacher
