This research background was emerged of ChatZone program at ATV Batu as trendsetter of the same programs at some local television in Malang. In the beginning, this program cooperated with some cellular operator. But, in the next development ATV party feel lose out, for while that program was stopped. Then, Telkom Flexi comes to offer cooperation in this program. Since now, development of ChatZone program can gives profit for ATV. Therefore, researcher interested to know development of ChatZone program in local television Agropolitan Television (ATV). According to Widodo (2003), attributes that has contribution toward development of product program namely quality of product (Influencing segment of market and determine price want to be paid by customer of that product), cost of production (Determining how much profit generated by company at selling volume and certain selling price), time of product development (Determining capability of company in competition, indicated perceptive of company toward technology changes, so that determine speed of company to receive economic returns from business has conducted by development team), cost of development (Representing one of important component from needed investment to reach profit) and capabilities of development (Representing asset that can be used by company to develop product more effective and economic in the future). This research uses qualitative approach with research type is qualitative descriptive. Data collection techniques were interview, documentation and observation. Data obtained was analyzed by making field report, making research report, collecting data, interpretation and conceptualization, and withdrawing concept. Checking technique used in this research is triangulation source technique. Result of research was for several years ChatZone program experience progress seen from income was obtained of that program. The result was obtained with proposed cooperation offered from Telkom Flexi party to this program. By product development business through increase product quality namely performance changes, gave standard of production cost by Information and Communication Department as owner of ATV, time of product development was appropriated with technology development and cost of development that can be minimized as whole make ChatZone program become capabilities of development for ATV.
