Abstract

This research was motivated by the importance of PHC service quality and access approach to public health services, East Java provincial government to make a breakthrough (ICON program), namely through the Development Functions Polindes be Ponkesdes and provide optimal health services in the area of travel. This type of research used in this research is descriptive using qualitative analysis of data. while the technique of data collection using interviews. This study uses the concept or theory of optimization as well as excellent service. In providing excellent service optimization in health centers in the district travel this Dau to deliver improved performance of human resources in sub Dau. Optimizing the excellent service after the implementation of HR performance improvement by providing employees where the enforcement of discipline in accordance with the results of employee discipline penilitian on UPT. Travel Puskesmas Dau only some rooms are implementing Standard Operating Procedure (Standard Operating Procedures) but based on the observation led health centers will try to as soon as possible so that every room has adopted the SOP. When viewed from a total of visits patients who come for treatment to the health center only a small percentage of people using health services. Furthermore, in application of the prime pelayann at puskesmas dau already done it delivered directly by the head of the health center services dau where services have been implemented to the fullest. In dau excellent service in the clinic there are some that become obstacles where patients prefer to come directly to the hospital instead of kepuskesmas first.
