Abstract

HDI (Human Development Index) is a comparative measurement of life expectancy, literacy, education, and living standards for all countries. In the focus taken by researchers is more related to health. Health is a state of health both physically, spiritually, which can carry out social productivity. Health is very important to see whether the quality of human life is good or bad. In the development of the quality of human life in terms of health, it is not only the facilities and infrastructure that must support but also the policy of implementing health services whether it is appropriate in its implementation or not. Health services are efforts carried out alone or together to prevent disease, treat disease, and restore the health of both individuals and groups. The development process is not only the responsibility of the government but also the responsibility of the community and stakeholders such as Non Government Organizations or known as NGOs (Non-Governmental Organizations). NGOs also play an important role in the development of the quality of human life by controlling their implementation. But NGOs must also understand that they are voluntary in their actions and not in the interests of themselves or groups but in the interests of the community. In this study NGOs engaged in the field of health are the DKR (People's Health Council). One of the goals to establish the DKR is to ensure that people get access to proper health services. The role of the DKR in controlling the implementation of health services is very good. The background of the DKR in carrying out this control was because empathy saw people who often received poor service, both at the puskesmas and in the Sampang Regional Public Hospital by several unscrupulous health workers. The actions taken by DKR are included in affective actions. According to Weber affective action is an action that is dominated by feelings or emotions without intellectual reflection or conscious planning. An advocacy by the DKR emerged. The advocacy carried out here is to change the system rather than individuals.
