Abstract
Number of Problems in Social Welfare Homeless and beggars always increase every year based on facts from the KEMENSOS PUSDATIN in 2008 as many as 60,226 and in 2012 as many as 196,861. The rise of vagabonds and beggars in big cities has made the Government, especially the City of Malang since 2016, run the Waiting My Village program from the Ministry of Social Affairs which was handed over in an authority and management manner to the Malang City Social Service. In Malang City this program was developed into a tourist destination, namely the Mask Tourism Village involving cooperation between several parties including social assistants, non-governmental institutions, communities, academics and the business world. In this study using a descriptive method with data collection techniques through observation, interviews, and other documentation with the aim of elaborating on how collaborative governance is formed between stakeholders in the homelessness and beggar-based ranks of tourist mask villages. In accordance with the results of the Collaborative Governance study in alleviating homelessness and beggars based on the village of Malang mask tourism, it can be said to be less than optimal seen from the variable Collaborative Governance carried out by the city social service in Malang. The lack of maximum variables is carried out because cooperation between stakeholders is only physical and in collaboration does not have a strong administration. The results of this physical collaboration have a positive impact on the development of the village but deviated from the initial goal of the program was to change the psychic of the socially trained people. The advice given is to return the main focus to the goal that was made from the beginning. There needs to be an administrative order so that what has been done can be maximally evaluated.
