This research is constituted of important meaning of media for Public Relations and phenomenon of twelve local television in Malang Raya. Media have strong influence to existence of organization especially in governance institute, McQuail (1994) mentioning that governmental organization is an institution which oftentimes become goals attention of media because media is public business area. For that Government of Malang Town as a region of most local television operate have enough complex media access, so that this research interest to study how Public Relations Department of Malang Town Government which personate as information trafficcoordinator exploit the local televisions for the service of information. Information Service of Public Relations are an activities which there are typical of management function about giving information by using communications technique. This is one of important point of Public Relations activities. Public Relations is ear and eye of governance institute to take a good relation with society to make a form of Good governance. This research was use an approach qualitative with collecting data by observation method, interview and documentation with informant who have been determined by Purposive Sampling technique. The obtained data was be analyzed by analysis of qualitative descriptive that emphasizing an emic perspective. afterwards to know authenticity level of data, this research using the triangulation by Source and triangulation by Method. Result of research are indicate that not all of local television can be exploited, because there are consideration in its exploiting. As for the benefits are: (1) As Conveyor bridge of information about program, development pickings and policy, (2) Publication media of Mayor activities, and (3) Information media about all of life aspects of Malang Town’s community. Thereby function of local televisions in information service of Public Relations of local government are to inform and to influence. On the result, the recommendations for Public Relations of Malang Town are to having a permanent program in local television and also exploiting of local television which have children segmentation.
