Abstract

This study discusses explaining an integrated policy framework and is more focused on the role of local governments in tackling coastal debris in the realization of managed marine conservation. Because all this time the management of the Coastal area is still partial, the need for integrated management. With this the researcher uses a new way of Integrated Coastal and Marine Management. This research uses descriptive qualitative research methods. The data source used was the results of interviews with several respondents from key supervisors, relevant stakeholders and literature study. The results of this study prove the plan issued by Perpres 83 in 2018 is an effort of the central government together with the government / its institution to have 5 strategies in its Action Plan. With a target of 70% by 2025. With the support of the policy of trash bins, it can be carried out in the regions, the implementation of sea debris prevention on the coastal coast, Pasuruan Regency, here the government through local government organizations with funds expended to help the handling of marine debris also curative. While the beach clean activities are organized by the Department of Fisheries and Departement of Environmental. Integrated coastal management in the area in dealing with coastal waste has not been done in a perfect way due to several inhibiting factors and the absence of a policy framework that oversees this problem so that in overcoming it is still not optimal.
