Abstract

Singha Merjosari Park is a green open space in Malang using the concept of eight elements of a green city and also holds the title of park with national design. But behind the award is not comparable to the real arrangement of green open space, one of which leads to policy implementation. The overall area of green open space in Malang, both the priority and non-priority is 18.67%, while the green open space of Merjosari is 29,012 m2. The research method used is descriptive qualitative, describing the Content and Contex Implementation policy in the construction of the green open space of Singha Merjosari Park in Malang City and the problems faced. As for the data collection techniques carried out are documentation, interviews and field observations as well as collecting secondary data that supports, and the theory used is the Content and Contex Implementation policy theory from Merilee S. Grindle. The results of this study show that dissecting Regulation No. 4 of 2011 and then explaining the rules of the Malang City regulations through the implementation of policies, resulted in a change in the initial design of development. The initial approval uses the education design but the process of the development phase has changed and also does not meet the green space standards. The direction of the construction of the Singha Merjosari Park has always been reformed every year, it can be said that it continues the development concept that changes the initial design. The policy of Malang City Regulation No. 4 of 2011 states that parks must have a minimum area of 30%, but the facts on the field are less than 30%, and Singha Merjosari Park cannot be said to be a fulfilling park.
