Abstract

Green Open Space in Tabalong District in 2014 still reached 9% with 17 RTH from the area due to several factors, one of which was budget constraints so that the local government itself tackled this by cooperating with private parties and the community, cooperation between the three actors. commonly known as collaborative governance. In 2017 there was an increase in the number of green open space to 11% with 23 green open space where there were several open green spaces built with the private sector and the community. The research method used is descriptive qualitative, describing collaborative governance in the development of RTH Tanjung Bersinar Park in the Regency and the problems encountered. As for the data collection techniques used were documentation, interviews and field observations as well as collecting secondary data that supports, and the theory used is the collaborative governance theory from Emerson and Nabatchi. The results showed that the collaboration included government actors carried out by Disperkimtan, PT Adaro Indonesia, and Karang Taruna Teratai Jangkung. Each of these actors has acted as the initiator, facilitator, and support in implementing the collaborative activity program. Achievement of collaborative activities shows the addition of green open space in Tabalong Regency, providing changes in social aspects as well as changes in the economy around the green open space Tanjung Bersinar Park. Overall the realization of collaboration is supported by the presence of actors involved, the collaboration process to the outcome of the collaboration. But there are some shortcomings namely in the absence of regulations to support the process of collaboration, coordination between actors, and the lack of advice or input from the private sector and the community.
